没有多大区别！文字不一样罢了！可以说他是个外国人！但是说他是个国外人有点不自然！对物体用国外和外国是一样的！

基本是差别不大的。
外国多是在后面加名词，比如 外国友人，外国朋友，外国文学，外国的节日等
国外多是 在国外留学，在国外工作，在国外生活这种用法，
但是比如国外网友，国外游客，国外媒体这种在我印象里，正式的文章和新闻里比较常出现。

国外：本国以外的其他地方 （all the other places except the places in one's own country)
外国：本国以外的国家。(the other countries except one's own country)
One refers to places, and the other refers to countries. In many cases "国外”and“外国”can be used in the same sentence since the difference between their meaning is very slight.
For example: 我想把孩子送到国外读书。我想把孩子送到外国读书。Both of them are OK. Listeners will consider the meaning of them to be the same because they will not care about what you say refers to places or countries.
But if you want to emphasize it is places or countries, then just use "国外”or "外国”seperately.
For example:
"国外”
今年暑假，有些同学打算到国外游学，体验一下异国风情。
他自国外考察归来后，对处理事务有很多新的看法。
"外国”
学习外国的经验，要结合中国的国情，不能抄袭别人的做法。
外国侵略者在中国土地上横冲直撞的时代已经一去不复返了。
As for "foreigners", we should say 外国人，but not 国外人 in Chinese。国外人 means all the people in other countries except in one's own, including foreigners and those who come from their own country.
Generally speaking, in most cases 国外 and 外国 are exchangeable if places or countries are not emphasized. However, if what you mean is other places or other countries, then they are not exchangeable.
