거의 똑같아요.
"부터"는 일상적으로 많이 쓰이고요.
"부로"는 약간 공식적인 경우에 더 많이 쓰이는 것 같아요.
ex) 나 오늘부터 일찍 잘거야!
김 대리는 오늘부로 퇴사 처리하기로 했습니다.

Difference of it is 오늘(today) and 어제(yesterday).
부로 is a bit more used as a colloquial style. meaning is same.
