@XavSk3 thank you. I thought it should be "muy" but you said that the correct one is "mucho" why is that?

To use muy you would say está muy frío ( sth in particular).
Hace mucho frío is referring to the weather

hay-> haber is wrong no decimos “hay frío”, el frío “hace”-> hacer
•Hacer calor, hacer frío...

In this case with the verb “es” you can use muy

It's "hace mucho frío", but the explanation given above is not correct.
If you use "mucho" it's because "frío" is a noun.
If you use "muy" it's because "frío" is an adjective (so it also have a femenine form, "fría").
Muy + adjective
Mucho + noun
