'There is a lot of milk' is correct. 'There are a lot of milk' is grammatically incorrect.
'Milk' is an uncountable noun (it doesn't have a plural form). So you can say 'a lot of milk', but not 'a lot of milks'. You should treat it as singular only, so the verb should be 'there is milk', not 'there are milk'.

However, you could say something like 'There are a lot of bottles of milk' or 'there are many bottles of milk' because 'bottles' is a countable noun and does have a plural form.

Milk是不可數,所以,第一句是正確的,第二句是錯的。不可數的名詞只能用單數名詞,但是也不能加冠詞a或an。所以,就只能用There is a lot of milk.
可數名詞的單數,就必須加a或an,例如: There is a book on the desk.
