They're saying the same thing in different tenses.
"how can you lie to my face" = you're lying right now. How are you lying so easily right now.
"how could you lie to my face" = you lied previously. How were you able to lie so easily
But both are saying "I am upset because you lied to me," it's just a difference of when the lie happened.

What difference ? Only one of grammar. Both are used, in practice, as equals.

As I mentioned, the difference is one of grammar. However, in practice, both are used as equals.
Dohyun : I was in church on Sunday.
Eunji : I saw you with my girlfriend on Sunday. How could you lie to my face ?
Dohyun : I was in church on Sunday.
Eunji : I saw you with my girlfriend on Sunday. How can you lie to me face ?
So, in use, in practice, because there is no difference in meaning, they are used interchangeably.
Obviously, you can see that the tense of the verb - the grammar - is different. So, that alters the "when" not the meaning.
