In Lebanese Arabic, yes and no.
"There is" or "there are" means "fi". for example:
fi rijjel bil ma7all: there's a man in the shop
fi mara bil saydaliye: there's a woman in the pharmacy
fi tlat kitob 3al tawla: there are three books on the table
On the other hand, "in" means "bi", but it's irregular. it's irregular forms are:
bi: in
fine: in me
fik: in you (m)
fike: in you (f)
fi: in him / it
fiya: in her / it
fiyon: in them
the irregular forms give the impression that "fi" means "in".
(extra: both "fi" and "bi" derive from standard arabic, where they both mean "in", but due to various reasons, "fi" stopped being used on its own to mean "in")

yes but in some dilecates only and in fosha fi doesn't mean there
