If you change these to be in the present tense - using ‘I wish’ instead of ‘I wished’ - then you can use either
The first is continuous-talking generally about not doing something
“i wish I didn’t bite my nails’
The second refers to one regretted specific action and time
“i wish i hadn’t bitten my nails in the job interview”
