The first sentence is like “I’m worried about Japan because I heard the news that the earthquake happened in Japan.”
The second sentence is like “you are worried about Japan, aren’t you? That’s because you heard the news that the earthquake happened in Japan. “
The second one sounds unnatural.

it means that you will talk to Japanese people,or pepole live in near earthquake point.
直接、当事者（日本に住んでる人、震源地に近い人など）に伝えるニュアンスです。
心配ですね。it means that you will talk to someone(friends , coworkers,etc)about the earthquake rather than talk to Japanese pepole directly.
当事者というよりは他の第三者と自身の話をしていて大変ですよ、日本。心配ですね。といった形で使われるように思います。

意味の違いはほぼありません。文法的な違いのみです。
There is almost no difference in meaning. Only grammatical differences.
