Okay, here's the whole text (it didn't fit)
As far as brothers go, these two have it down, says Williams. 'I have a brother, so I know something about these kind of relationships. You make fun of your little brother"have fun at his expense. But at the same time, there's this incredible bond and love. If anybody else tries to mess with your brother, you can't let that happen."

"have it down" means "the two brothers are doing their relationship correctly."
So, in this paragraph, the second meaning I said is the one that fits.

kelieyrainbowsky is imagining that they are one of the brothers that has fun at their brother's expense. And they are saying that "have it down" means "they know how to make fun of their brother completely well".
They are saying that the focus of "have it down" is "making fun" well.
I am saying that the focus of "have it down" is "doing a relationship" well.

so what does "hands down" mean? I have never heard it. But actually, if it's fine to you, could you explain me a little about this "to make fun of somebody" I got the feeling it's fine thing to do and kind and nice BUT there was a but: "You make fun of your little brother"have fun at his expense. BUT at the same time..." so is there something bad in it?

"hands down" was a typo. I corrected the typo in my sentences.
I meant to write "have it down".
"hands down" is an idiom that has two definitions:
(1) winning easily or with little or no effort
(2) without a doubt.

Yes, there can be something bad in making fun of somebody.
"making fun of someone" is good if the person you are making fun of understands that you are not doing it to hurt them. They see it as you laughing WITH them, not AT them.
"making fun of someone" is bad if the person you are making fun of understands that you are doing it to hurt them. They see it as you laughing AT them, not WITH them.

So, if your brother knows you aren't doing it to hurt him, it is okay.
But if someone else makes fun of your brother, then your brother might not know whether they are meaning to hurt him or not, so you will want to play it safe and not let anybody make fun of your brother just in case.

Okay, thanks. :) I think I understood now, so in this case the making fun of your brother isn't meant to hurt brother's feelings? But why there is a but? (if the older brother wasn't mean to his younger brother)?

Oh, I read it wrong.
The "but" is referring to the older brother making fun of his brother, not strangers making fun of his brother.
It means that sometimes the older brother does make fun of his brother in a bad way. You can understand that it is a bad way because the sentence uses the words "at his expense".
"at his expense" means "laughing AT him".
It's not as bad as when strangers make fun of him though.

Thanks. So the older brother is mean to his younger brother? But why there is also : "But at the same time, there's this incredible bond and love. If anybody else tries to mess with your brother, you can't let that happen." So the brothers have a incredible bond and thus amazing relationship but why the older brother still makes fun of his little brother in a bad way, laughing AT him, not with him.
And, however, the older brother doesn't want anyone else to mess with his brother but he can why is it so? I'm sorry about asking these stuff but I don't want the older brother being mean to his younger brother or makes fun of his little brother in the mean way. If the "making fun of somebody" is kind and not mean, then it's good and it's fine.
And if you have seen the movie (Big hero 6) is even better because then you could verify was the older brother mean to his younger brother but it isn't necessary if you can know the thing by reading that text above.
But I'm very sad if the older brother makes fun of his younger brother in a mean way :(

oh ok if you have it down means that you have something down like you have an ice cream cone and it falls down and melt if you try to do a backflip and you fall down and break your leg
