It is a soft ( мягкий ) and hard ( твёрдый ) signs . It is used for softening and hardening consonant sounds

ь - мягкий знак.
ъ - твёрдый знак.
why ъ is rarely? Because not many words contain this letter "ъ".
объезд, объятия, съехать, съешь, объедки, изъян.
пыль, печь, мышь, идёшь, муравьед, вьюга, коньки etc.

Ъ - твердый знак - the sign of hardness
It is usually used between prefix and root(?) of the word (разъяснить, подъезд, объявление).
Ь - мягкий знак - the sign of softness
It is used at the end of verbs (делать, писать, читать, учить, беречь). Also there is suffix " -еньк/оньк/аньк/иньк -" for adjectives.

In the ancient times people used ъ in the end of the words, which end on consonant. Like хлебъ
However, after the reform of Russian language it stoped.
So now we use it mostly for 'dividing' the prefix and root (if the root starts on е, ё, ю, я OR if the prefix is taken from another language like диз-, интер-, контр-, пост-, суб-, транс- OR if it's a 'difficult' word including numbers like ДВУХъярусный, ТРЁХ-, ЧЕТЫРЁХ-)
