I do not know the story of the verse, but based on my understanding, I will try. The poet here thanks someone and says I will thank you as long as I am alive, a thank you that suffices you/gives you your due/that is worthy of you forever. And I thank you for this gratitude, even if your giving resembles a person taking from a very large sea (which is your bounty) just a handful/what is equivalent to the palm of the hand from this sea (because this giving is enough given the enormity of this sea).
