He es la primera persona del singular del presente indicativo del verbo "Haber", que es un verbo auxiliar.
Tengo es la primera persona del singular del presente indicarivo del verbo "Tener".
He terminado de trabajar por hoy.
Tengo que ir de viaje este fin de semana.
Son dos verbos distintos.

"haber" es un verbo auxiliar
y también se usa como verbo IMPERSONAL para indicar que algo EXISTE , está realmente en alguna parte: ejemplo:
" hay gente molesta'
" ayer hubo una reunión "
" mañana habrá descuento en zapatillas"
pero no se usa ( solo) en las formas personales :yo he, tu has , el ha, NO significan estoy ni existo,
SOLO SIGNIFICA QUE "ALGO EXISTE" EN LA FORMA IMPERSONAL.( HAY , HUBO, HABRÁ)
CÓMO VERBO AUXILIAR
se usa con otro verbo:
he estado pensando
he comido
has dormido
SOLO se usa para indicar que la acción del otro verbo está en otro tiempo que no es presente ( puede ser pasado - he comido- o futuro- habré dormido-, por ejemplo)
TENER: significa poseer algo.
también se usa como deber ( la obligación de hacer algo) " tengo que cocinar",
y también como sostener con las manos

He = verb "haber" (followed by "de")
+ He de ir al super a comprar leche.
+ He de desayunar temprano.
Tengo = verb "tener" (followed by "que")
+ Tengo que ir al super a comprar leche.
+ Tengo que desayunar temprano.
(I have to go to the supermarket to buy some milk)
(I must have breakfast early)
In the examples, they both mean "I have to" or "I must" (necessity or obligation). That's their similar use.

He + preposición "de" = conjugación de primera persona de "haber" + preposición "de".
Cuando al verbo "haber" le sigue la preposición "de" significa: tener que, deber. Siempre indica obligación.
He de ir a la reunión / Debo ir a la reunión / Tengo que ir a la reunión.
