Yes, the relationship between "programs" and a "computer processor" is the same as the one between "apps" and "smartphones". Smartphones are just small computers, and apps are programs.

I don't think I have the full context on what the human brain is looking for lol, but from this still I'd say it's definitely similar to scan, and a little similar to decoding.
"know what to look for" means you already know what's important or not, so when you have a bunch of information to go through (which our brains do), you can just find the important stuff instead of considering everything. You could do this by "scanning" through the info (going through it systematically), which is what computers do.
on its own, "look for" isn't the same as decoding, but here it might be. in context the whole meaning here is that our brains know can go through huge amounts of info and figure out what everything is. we'd call that our brains' ability to decode information. the words are different, but in context the overall meanings are similar
