Yes! Instead of saying she's/he's/they're a candidate you could say "that's a candidate"
For example you could be having trouble choosing something (location/place/venue/object) if someone says "Hey! What about this?" you could say "That's a candidate!"
It is usually used less formally when talking about objects :)
It's also not very common, but don't let that stop you from saying it! It's 100% a correct way to use the word.

Yes, you can, it would not be wrong to do so, but IMHO, it isn’t common. It is typically used for someone who is running for an office or a position, which is the origin of the word. In your example, most people would just respond, “Yes, that’s a good spot/location/place, or simply—idea, rather than use candidate.
