it's a short laugh. normally it's "haha" but "ha" tends to be more sarcastic.

It's the same as seeing this in Japanese sentences 笑笑

It's a little chuckle, like if you think something is funny you could also spell out "tehe" and the slang version (I guess you can call it that) of "ha" would be "Lol" or "lmao"(⌒▽⌒)
