There are cases when people use " you are / he is / she is " in a question !
Usually to show that you're shocked .
PLEASE KEEP IN MIND THIS IS INFORMAL. " spoken"
Ex:
Person 1 : I am a vegetarian !
Person 2 : you are ?!? 😱
