Well, don't just ignore it even though it doesn't have a meaning! It certainly has a function, and that is to emphasize the tone of the voice. It's not just Argh! but AAAARRGGGHHH!!!

「"」makes the sound of the letter thick and heavy. Even though there isn't actual letter「あ"」, I can imagine what it would sound. It'd be like the sound when you try to gargle without water.

It is s way of expressing emphasis or noise when you speak it loudly. But it is only used in manga. You can never type it on your PC.
