Well you can say 'A man just walked across the street' but saying 'Man just walked across the street' would not be natural.
You can say "the man walked across the street"
But using man on it's own without 'a' or 'the' is relatively unlikely .

Nowadays, the word 'man' use to indicate adult human, that can be male or female. But it can also use for male only.
A man: 'a' is an article. In this case, 'a man' means one person whom we don't know. Identify is unknown. It can also be a type of people.
For example:
- Hey! Be the man that you wanna be. (be the person you wanna be)
- A good man must not be the bad man.
It really hard to explain it. I suggest you should learn articles to understand it.

In that case , both have the same meaning. Using just man is normal in the news but you would not usually say it in regular conversation.

@st_kamo: What you are reading is called newspaper. It has its own grammar rules. Just like @HaleighBriana said, in this case, they are the same. But you must understand that the word 'man' in title is 'a man'.
