I think that isthmus_x said that because they personally feel that the sort of person who uses the word "yeppers" is an annoying sort of person. So they get annoyed when they hear somebody use it. However, that has nothing to do with what it means or why somebody would choose to use the word.

The word is usually used by the sort of people who are always energetic, upbeat, or cheerful, etc, and some people can find that sort of person to be annoying.
