@tttttkkkkk yes, exactly. It’s a phrasal verb that’s used when you want to emphasize that you want the entire object sprayed. So if you just wanted someone to spray one section of a car, you wouldn’t say “spray down the car” because the person would think that’s what you meant. You would say “spray this area of the car” or “spray the wheels”
