Merciless (mercy, merciful) describes someone who acts in a cruel way, who does not show concern for the effect their actions have on other people.
ie: "A merciless killer"
Merciful is the opposite of merciless.
Ruthless means getting what you want even if it hurts others.
ie: "He has a ruthless determination to succeed"
Relentless, unlike the other two words, does not always have a negative connotation. It suggests perseverance, often used to highlight someone's determination to pursue an objective.
More simply: It is used to describe something that won't go away. ie: "My headache is relentless"
