Yes, it does mean "to know him".
Him, being Dantarg, who is speaking in the third person here.
Dantarg is comparing himself to the concept of fear. To know fear and to know him are equivalent, so he is therefore the embodiment of fear.
Essentially, he is calling himself a very scary guy.
