I think it is written without much care, no commas, no accents, so it is difficult to understand. I have listened to the song and I think it would be like this (I have written the little commas so you know what she is saying and what she is thinking or feeling:
Yo, que no digo que "no", pero pienso que "no", y sí siento que "no, que no quiero sufrir más".
I, who doesn't say 'no', but who thinks 'no', and who does feel 'no, I don't want to suffer anymore'.
It means she can't or won't say 'no', but she thinks she wants or should to say 'no', and she really feels that she doesn't want to suffer anymore.
