A: It sounds like there is a special department that handles bulk orders or something, it's hard to say without context.

If you're unsure about the word "bulk", that's another name for buying a large quantity or amount of something.

"Would" is in the past tense, and in this case, it sounds like an incomplete sentence.
"I would contact you again tonight..."

It sounds like you're apologizing and trying to not have to contact them.

If you don't want to contact them again tonight, it should be:

"I would contact you again tonight, but..." and then add an excuse for why you can't.

A: When two comma are like that, they are just adding extra information that is not needed for the sentence to make sense.
Example: "This is my dog, who is normally not as jumpy, named Jake." It still makes sense to say "This is my dog named Jake" and the in between stuff is extra information.
