"Nay" is from Middle English (old English). The equivalent for "yes" is "aye" or "yea".

I thought that it was the term used in the UK parliament, but it seems that they use "aye" and "no". However, both Canada and the USA government voting systems use "yea" and "nay". Did you see your quote in reference to the USA or Canada?
