A: I am not a native English speaker, but according to this what I have learned the verb "recommend" cannot be followed by infinitive. So the sentence "I recommend to do..." is not grammatically correct.

I did some more research on this, and grammatically, "recommend you to" is correct, but the emphasis is on the 'you'. So, it would have the meaning of recommending YOU (among a lot of people) to study abroad.

Example:
Out of everyone in this class, the teacher recommended you to study abroad.
Among all his employees, the boss recommended you to promote.

But I think from everyone else's response, it seems your original sentence sounds awkward.
