In this context "in so far as" reads more like "Because philosophers are dogmatists, they fail to understand women". But since women are a metaphor for the truth, it could be read as "Because philosophers are dogmatists, they fail to understand the truth".
Sounds like the author is accusing philosophers of not actually finding truth.

A: it really depends on how the word is being used. for example, if your friend says something that is stupid. And you both you both laugh, jokingly you may say. I'm so over you. Another example, if someone hurts you and you are no longer going to allow that person to continue to hurt you. You could say, I'm so over you. Which in that context, you are telling them that you are done with them. it's over, I don't want to be with you no more.

A: It's not unnatural, it's more niche/slang though. For instance:

- Do you like me?
- I SO like you.

or

- Will you buy that new car?
- I'm SO buying it.

It puts emphasis in casual conversation. It's not a grammatical point or anything.

Edit: Of course, " I like you a lot" is the grammatically correct phrase.
