"I'm so anxious I can not run" is very ambiguous. It could mean you can not run because you are too anxious.

But if it’s more like pain in the knee I would say “feels”.

“He took a hard fall on the gym floor—ouch!—so I hope his knee feels better”.

Usually if a body part or person is “getting” better, it’s talking about an improvement in their condition from illness or injury, that they are healing. “Feeling” better relates that the person or body part has less discomfort, that how they feel is better (even if in reality things aren’t physically “better”). Illness and discomfort are close enough that usually you can use either and sound natural.

But when someone is getting surgery because of accident and not because of cosmetic's reason then i usually just say "he had knees surgery last week"
